Change U.S. Tactics on Haiti

Exiled President Jean-Bertrand Aristide has lashed out at theClinton administration again, calling its policy on Haiti and Haitianrefugees "racist."

Aristide is understandably angry about the administration'sbroken promises on Haitian immigration and failed diplomatic effortsto restore democracy to the Caribbean island nation. It is painfullyobvious that military leaders intend to retain the control theyseized in a 1991 coup.

It's time to broaden U.S. tactics. Economic sanctions haven'tpressured the military regime to honor an agreement that was supposedto restore Aristide to the presidency last year. Even the U.S.Embassy in Haiti has undermined the embargo by …
